GENERAL
- A coin toss determines first possession. The winner of the coin toss can elect to take offense, defense, defer, or direction in the first half. Choice in the 2nd half will be awarded to the team that did not have the 1st half election.
- The offensive team takes possession of the ball at their 5-yard line and has three plays to cross a first down marker.Three more downs are awarded after the crossing of a first down marker.
- Once a team crosses the final first down marker, they have three plays to score. If the offense fails to score with three plays, the ball changes possession.
- If the offensive team fails to cross a first down marker, the ball changes possession. All drives start from the 5-yard line, except interceptions.
- Drives stemming from interceptions start at the spot that the defender is downed, or on the 5-yard line on touchbacks.
GAME CLOCK
- (4-on-4 ONLY) Each game is 28 minutes long, with two 14 minute halves.
- (5-on-5 ONLY) Each game is 32 minutes long, with two 16 minute halves.
- The clock will not stop, unless a time-out has been called, the officials stop the clock (injuries, ruling explanations, etc.), or under certain counditions in the second half.
- After the ball is spotted, the offensive team has 25 seconds to snap the ball. (Officials will count down alound when there are 10 seconds left to snap the ball).
- Teams must wait to snap the ball until the referees are set or a referee blows a whistle.
- A Pro Clock is in effect if the losing team is within 8 points during the final minute of the second half. The clock will stop on out of bounds, possession changes, incomplete passes, penalties, and time outs.
TIME OUTS
- Each team has one time-out per half.
- Time-outs will only stop the game clock for 30 seconds. The offense must snap at the completion of the time out.
- If a time-out is called after a touchdown, the clock will not run during the extra point. It will run when the new the offense snaps the ball.
ATTIRE
- Shirts must be tucked in.
- Flags must be worn on each side of the players’ hips.
- No pockets are allowed on shorts or pants.
- Excess flag belts must be tucked in.
SCORING
- Touchdowns= 6 points
- Extra points= 5 yards out - 1 point; 10 yards out - 2 points.
- Safety = 2 points
RUSHING THE QUARTERBACK
- Players that rush the quarterback must be a minimum of 5 yards(5-on-5) or 7 yards (4-on-4) from the line of scrimmage when the ball is snapped.
- Players that are not at the appropriate yardage from the line of scrimmage when the ball is snapped may not enter into the backfield until the ball is pitched or passed, unless they reset their feet at the appropriate yardage before rushing.
- The official will designate appropriate yardage from the line of scrimmage, usually with tennis ball markers or by standing at the designated yardage.
- The rusher is allowed a direct line to the quarterback, as long as he is not lined up over an offensive player.
- The offense must avoid interfering with the rusher, failing to do so will result in an "impeding the rusher" penalty.
- When the offensive line up "in tight", the rusher must rush from outside of the offensive formation. Referees with verbally acknowledge the "in tight" formation before the ball is snapped.
RUNNING
- (4-on-4 ONLY) The quarterback may not run unless the ball has been handed off to him.
- (4-on-4 ONLY) Teams may handoff, pitch, or throw back the football in the backfield only.
- (5-on-5 ONLY) Laterals are allowed downfield.
- (5-on-5 ONLY) Two pitches are allowed behind the line of scrimmage.
- The player who receives the pitch or handoff may throw the ball as long as he is not beyond the line of scrimmage.
- Multiple handoffs are allowed behind the line of scrimmage but only one pitch or throwback (4-on-4 ONLY).
- If the ball is placed on the “Back” of ANY Player on or off the line of scrimmage, the player MUST run the ball, no give and go to the QB.
- (4-on-4 ONLY) No run zones are located 5 yards before mid-field and 5-yards before the end zones.
- (5-on-5 ONLY) No run zones are located 5-yards before the end zones.
- Passes in the no run must be completed past the line of scrimmage.
- The ball is spotted where the flag was pulled.
- The leading flag must break the plane of the first down line or goal line to be considered a first down or touchdown. The position of the ball is irrelevant.
- Players may not block at any time. Once an offensive player begins to run, his teammates must not impede the path of defenders or a penalty will be called.
- Players may not hurdle a player or dive to advance the ball. Jumping is legal to avoid being flagged, but not to advance the ball.
PASSING
- (4-on-4 ONLY) The quarterback has 5 seconds to pass the ball if there is no rush. If the ball is not thrown, the play is dead, resulting in a loss of down. The ball returns to the line of scrimmage. (Once the ball has been handed off or pitched there is no 5-second count).
- Intentional grounding is not a penalty.
- The rusher may not hit the quarterbacks’ arm, or knock the ball out of the quarterbacks’ hand. The rusher must play the flags.
RECEIVING
- All players are eligible to receive a pass. The quarterback is eligible if the ball has been pitched back or handed off behind the line of scrimmage.
- Players must have at least one foot in bounds when making a catch.
- Players that run out of bounds during a play cannot be the first player to touch a ball when attempting to receive a pass.
START OF A PLAY
- One official must acknowledge the offense prior to the start of play, by whistle or otherwise.
- Offensive players may not be moving forward when the ball is snapped.
- The ball must be snapped between the legs with the center facing the line of scrimmage to start the play.
PLAY IS RULED DEAD WHEN
- The offensive player’s flag is pulled. Note: If a defensive player pulls the offensive player's flag before they receive the ball, the defense must pull the second flag to end the play.
- Ball carrier steps out of bounds.
- A touchdown is scored.
- Ball carrier's knee touches the ground.
- Incomplete passes.
- Ball hits the ground for any reason.
- If a player loses a flag unintentionally, the defense only has to touch the ball carrier, not pull the flag.
- The referee blows the whistle.
DEFENSIVE PENALTIES
All defensive penalties are five yards from the line of scrimmage and result in an automatic first down, except holding (it is added on to the end of the play).
- Offsides
- Illegal Rush (rusher not far enough from the line of scrimmage)
- Pass interference
- Face Guarding (defender must play/look at the ball)
- Illegal contact (holding, bump and run, blocking) Note: Officials will determine incidental contact which may result from normal play.
- Roughing the quarterback - the rusher may not knock the ball out of the quarterback’s hand or bump into them.
- Holding
- Excessive contact – even if the defender is making a play on the ball. If the official feels it was intentional or with intent to harm the player will be ejected from the game and may be removed from the tournament.
OFFENSIVE PENALTIES
All offensive penalties are five yards and a loss of down, unless otherwise noted.
- Illegal motion.
- False Start. Not a loss of down.
- Pass interference (illegal pick, pushing off defender)
- Impeding the rush
- Flag guarding
- Charging (the offensive player must avoid the defender if they are set)
- Out of control runner (the ball carrier cannot collide with a defender whose feet are set).
- Delay of game (all delay of game penalties stop the clock).
- Blocking (offensive players cannot interfere with defenders in pursuit of the ball carrier).
- Excessive contact – If the official feels it was intentional or with intent to harm the player will be ejected from the game.
· SPORTSMANSHIP/ROUGHING
- Trash talking will not be tolerated. The official has the right to determine language that is offensive. The official may eject players from the game for trash talking.
- If the official witnesses any act of tackling, elbowing, cheap shots, or any other sportsmanlike act, the game will be stopped and the player will be ejected from the game.
- Unsportsmanlike Conduct penalties will be assessed in addition to or in place of ejection, if the official deems it necessary. Unsportsmanlike conduct is a 15 yard penalty.
- The league director will eject the player from the league if necessary. FOUL PLAY WILL NOT BE TOLERATED!
OVERTIME
- A coin flip determines first possession.
- Each team has one possession in overtime.
- They may elect to go for one or two points after a touchdown.
- If the score is tied at the end of the first overtime teams will go into a second overtime.
- If score is still tied both teams will have one play from the 5 yard line to gain as much yardage as possible. Team with the most yardage will win.
